The Index Page is the first page of the game you see when you click the "Play" link on the top menu bar on the GEWar Forum page.
You can also access it by clicking on the "Home" dropdown menu on a game page and choosing "Your Main Page".

If you didn't create a game account yet you will read there how to start playing, check Getting Started for more info.

After creating account
If you already have a game account the Index Page shows you the latest attacks you received, like troop attacks or nukings on your city, attacks on your army standing outside a city or a homebase.
You also see a link there to check how many users were online in the past.
