Wait until he/she is offline and start attacking his/her cities around your base. That makes him moving his big army away from your base and spending much oil. Force him to chase you and build more big armies :-)
And the most important thing is to search for support. Alien Invasion or Greed of Hell might be the right guys to speak to as we are in war with WTO at the moment.

It's still easy to move around that. Create an army and move the army out right away. Don't leave an army inside the homebase.
You notice that as soon as you create an army it gets attacked right away, no matter when you buy it, then report the user as it might be a scripter(as in: using an automated script to attack whenever it can).
I have seen it done by a few of your members Ghost..
obviously it didn't work but they still tried
its a common tactic its not really effective since the person parked at the HB has to be watching most of the time
