How about making nukes anonymous, or maybe making that an option for an additional fee? Not only is it more realistic (if one had a nuke, it would be possible in the real world to bring it almost anywhere) but it would also make it more interesting. You could take credit for nukes you didn't launch to indimidate your opponents or deny that you did launch one.
Or perhaps make it anonymous for as long as the radiation stays, then when the first army occupies it, that army analyses the residue and identifies the launcher(but only to the person who got into the city first). Thus it's not totally anonymous, but it's not immediately knowable to everyone. If you managed to be the first army into the city you nuked, you could even blame someone specific for it.
