How about increasing the value of the city with each day u hold it. Use the present value as a base then the value increase by 10000 for each day that they hold.thus increasing the geo that the city get. When the city change hands the value reset to the base value.

been suggested, but not really agreed upon.

however a "industrial factor" was thought off, a IF of 2 would double the tax income. the IF would naturally grow to like 1.5 and then you have to build like factories etc etc.

And when someone else comes along and nukes you back to the stone age or tramples all over you with armies, your improvements go away.

At least that's what I was suggesting a while back.

ya, that was about it. it would go back to like 1 third with some minimum we then decided on in all our intelectual might :).
