What if we had three armies in a city...and were expecting an any attacks to come from the east. It would be really cool if we could move the largest armies to the east side, adding yet another element of strategy into the game...

I think its an great idea :D
But isn't that a bit difficult to program in the game ?!
I don't know that much about programming but this seems difficult to me :o

It's not a RTS game...
I don't like the idea because it would make it too difficult to take over a city (as you could place your strongest armies where you like it...)

Yeah you can place your strongest army where you like it..... but you would have to watch your city all day long if you want to do so for every atack....
and that's kinda much work... so you could never do so with every atack

I think thats the idea uberdude is talking about, a bonus to the active player. But i think its too much code for too little outcome, these idea's you can get when all the obvious other ideas are implemented.

Well, if you can't beat the largest army, how can you expect to take a city? That's not really a great reason against this.
