1.What is the meaning of too close?
2.How far is the minimum distance between two cities?
3.Why is it too close between two cities?

And I guess it would be too close because it would mean a very small travel time, so people could just hop from city to city?

Well, when you say too close and quote Blitz, there is actuallt two meanings.

Firstly, we cannot place cities that are too close together, because there would be almost no travel time between them, and in GE it would look too cluttered.

But also, too close has to do with if it is calculated that you wil reach your destination within 5 minutes travel time. If this is the case, then you may find that the time that is given to you to reach your destination is under 5 minutes, or 0 minutes, because that is the minimum time under current rules in this game.

But talking about two cities, it is likely that the reason is that when viewed in google earth, the polygons are too close to each other, and potentially will overlap when viewed.

Using the polygon overlapping concept, it is aesthetically pleasing to the view in GE as well as it helps create a visible solution to the bigger problem.

The city spacing's "bigger problem", is that if you send an army to a city that is within the 5 minute travel time it may actually never arrive. There is an intermittent army bug when an army is sent to a location that it is too close to which causes the army to quote as going to arrive in 0 minutes (or -1, I can't remmeber), and it just never gets there.

So with those two issues combined, we have our policy about city spacing. As with any policy there is also grey area. If an area has lots of big cities, or lots of capitals near of each other, then I can, by special dispensation, either combine the cities populations and centre them on one space, or move the cities from their real life location to allow them to "fit" with correct spacing. Conversely, if the cities requested are correctly spaced (just) but they are relatively small, they only serve to "clutter" an area. If the need arises, they can be added in the future, but for the size of the game as it stands now, I deem the area to be "full".
