This one has been sitting in my city request folder for quite some time now.

Population of 120645 at 17°37'4" N and 121°42'56" E, in that desolate part of the Philippines north of Manila. Biggest city that I could find this far north on the Cagayan River. If something a little further south is preferred, Ilagan (http://en.wikipedia.org/wiki/Ilagan) or Santiago City (http://en.wikipedia.org/wiki/Santiago_City) or Cauayan City (http://en.wikipedia.org/wiki/Cauayan_City) work and are similarly sized, so your choice.
