...and if possible to compensate somehow the number of cities with added value according density of population.

For example: in Zaporizhia (Ukraine) there are 806,500 (wikipedia) but it's too close to Dnipropetrovsk or Donetsk (in Donetsk region population is 4.7 million)

I already checked distances, but it's gonna be hard or impossible.
They are all too close to surrounding cities.
Perhaps Putivl, Ukraine has a chance but I think it's too close to Homyel and Bryansk.

Not meant to bring the party down, but if it gets to close, you get bugs in the game.

Yes! better 2 check again: seems to be that Rivne 249,900 (2004) or at least Melitopol 151,000 (January 1, 2005) possible to insert.

Just too close for Rivne.

Imagine Lviv being a circle instead triangle, and then Rivne being a circle.
It's too close.
Same problem with Melitopol. Imagine the circle, and then a circle for the 2 cities in the north.
Not trying to ruin it here....i mean....I"m not even getting the city I want because it's too close to Heraklion :confused: .

Ukraine is very well covered and there isn't much space there without overcrowding the area with small - medium cities.
