These two cities are in about the only empty space left in Europe. They are both capitals.
Sarajevo, Bosnia and Herzegovina (Might be to close to Belgrade)-
2005 calculated estimate according to the World Gazetteer~696,731
(I would of used Wiki for this one, but the population there was from 1991).
Yerevan, Armenia-
2004 estimate according to Wiki~1,088,300
Zinc, out.
