Imagine if we could have cities owned by alliances. The tax could be split among people with armies defending it. It would be useful for cities like New York, NY and Cape Town

If alliance members can buy troops in an Ally city, the fee should just go towards the game (nobody gets it) instead of the city owner. You had suggested sharing the tax revenue with alliance members.
