I attacked (and according to the battle report killed) Stanley's army outside the city of Makasar, Indonesia, and at the same time he must have tried to occupy the city. I was still outside the city and it said that he owned it but was not allowed to attack because of "missing parameters" and Stanley said that he is listed as owner but cannot locate the army...

Should work. As long as you don't use characters but just what it says in the rules on the armypage.

"Please use only letters and numbers in your army name - no punctuation or symbols
If you give your army an inappropriate or obscene name, the army will be destroyed and all troops lost."

It's true. Considered a character.

Basically the characters are gone because they could be abused(making armies invisible or impossible to attack).
