Hi i'm pretty much new here but i was wondering why my resources aren't updating??

it's been 3 days and there's no change at all .. i have 7 oil wells .. and nothing is generating

so am i just wasting my time or i should quit playing?

When you have more than 2500 geos you need to own at least one city in order to keep earning geos. Try to grab a city or donate to the game if you wish.

at what point do resources freeze when you hold a city
or does that depend on city value?

You continue earning resources as long as you own at least one city, no matter what size. (Assuming that you have more than 2500 geos)
