shouldn't there be a way to disable a nuke shield if you own the city?

Why would you do that?
If you "inherited" them, don't care, it's not your money... and if you installed them, it's your fault ;)

nuke shields should require an upkeep cost and that would make activation/deactivation a more feasible option

I can see a potential strategic reason for doing so and I think it might be based on Kaltho's attack this afternoon.
Kaltho took 5 cities near his HB that I owned. Each city had a nuke shield in place. Naturally I have moved to retake those cities, however I'm now faced with potentially having to troop up each city due to them being so near Kaltho's HB. If he could have destroyed or deactivated the nuke shield, it would mean that if I wanted to troop those cities up then I would also have to rebuild the nuke shield as well. 5 cities at 250 geos a nuke shield would be an extra 1250 geos cost for me to retake the cities and then try to hold them. If a nuke shield wasn't rebuilt, I would then have 2 choices - troop up without rebuilding the nuke shield making it cheaper for Kaltho to nuke me, or to not troop up in which case it would be cheaper for Kaltho to retake the cities again.
Could be wrong, but that's the only reason I can think of for destroying nuke shields. If it is that reason, I'd say it would add an interesting angle to attacking strategy.

Ah, that sounds reasonable; Scorched Earth, so-to-speak. Would be pretty nice, now that I know what to do with it ;)
