you only have to hold a large valued city for a while and you'll get bank access

It can even be a small city. The required value is 1 (yeah just ONE).

That was the case in particular when the required value was 300k, then you needed a few large cities to get bank access fast. But now it doesn't matter if it's a 20k or a 20 mill city, just don't pick Bear Island or something ;)

There are now 2 types of value:
- City value (which is the old kind you would know)
- Player value (needed for bank access)

Player value accrues at a rate of 0.06% per hour from your city value. When you get a player value of 1, you gain bank access. Alternately, this value depreciates at the same rate when your city value drops below your player value. If you go below 1 player value, you lose bank access. You can find you current player value by clicking the 'HONORS' menu in-game, and clicking 'TOP PLAYERS.' Then simply sort the list by player, which puts them in order alphabetically. Then go through the pages until you find your name.
