if you read the readme it says,
try to avoid ANY cities in Europe unless you find a country that has no or perhaps just 1 city.
I've learnt more about geography playing GEWar then I've learnt at school, and not having certain counties represented puts a little dent in my knowledge of the world. I think all counties should have at least one city.

As idealistic as this is, and I share your goal here, it is simply impossible for some countries to have even one city - some examples are;

Vatican City (located inside Rome)
Andorra (Toulouse is a 1Million+ city and Barcellone nearly 5Million)
Liechtenstein (Munich nearly 2Million)
Macedonia (Many smallish countries near each other, Skopje missed out)
Monaco - I actually could add this
San Marino (Bologna is bigger)
Benin (Capital between two other bigger cities and not much else in Country to add, though I could make a addition)
Equatorial Guinea (Too close to another larger capital)
Rwanda (Too close to another capital - actually though I should move Bujumbura to Kigali and put Burundi on this list instead)
