Say you can have alliances like currant alliances, but have.... say a union. The union would be a seperate page from your alliance page. It would consist of "Alliances", and would list the alliance members, and their cities values. You could post notes on the page that all the members of the union can see. It would be a Union with all the alliances inside. Sort of like the real UN.
The union could have elected leaders or the leaders could be that of the currant alliances in the union. The Union could have an alliance limit, or alliances could be in multiple Union's.

If this has already been posted, sorry, I did search before I posted.

Things like this have been suggested, and every time, I mention my belief that none of this should be enforced by code. These relationships are what forums like GEWarriors is for. The admin can create a forum specifically for your alliance or your "union" or whatever.
