The city page of Cape Town (http://www.gewar.net/war/cities.php?do=show&id=53) doesn't have the note about being bonus city for diamonds. I'm on level "Real World" so it should be resource city.

I just checked, my finanacial overview says the bonus is paid out. So there is really just the text missing like I guessed. :)
