I tried to explain to him, but he does not get it. Can you please tell him I have WAY to much money in the bank and i have no real issues with spending it, but my cities have no armies in them and I give them away as needed so he is wasting his time and cash?
And if that doesn't work explain that I will follow him till his death and he will never own a city again cause he is pissing me off and I will make him my life work to drive insane.
And if either of those fail to work I will have a TCL take the cities.. I really do not need them.

Well thats one way of making geos. You declare your cities just for noobs just so that you can make geos to attack others.
