You did not loose a city as a result of the down time from yesterday and today. (From at least 8pm EST yesterday to 3pm EST today). What happened was a) prior to the down time someone came to your city and attacked it. Or Since the being up an army came to your city and attacked.

The early bird gets the worm or the lucky stiff who got on moments before the game went down got your city.

No that was because of a crash which actually caused the game to be offline for almost 2 days. But 9/10th of the time, the game was offline. Only the first few hours it went on. So for the rest nobody could take your cities(and you wouldn't get extra money or resources).
